Dassault Aviation welcomes the acquisition by India of 36 Rafale



Bangalore, September 23, 2016 
- France and India signed today the contract for the acquisition of 36 Rafale by India.

The conclusion of this contract comes after the announcement by Indian Prime Minister, Narendra Modi, during his visit to Paris in April 2015, of his desire to rapidly equip the Indian Air Force with 36 Rafale. This desire was reiterated during the visit to India by French President, François Hollande, in January 2016. The French Minister of Defence, Mr Jean-Yves le Drian and his Indian counterpart, Mr Manohar Parrikar, were instrumental in advancing this project during the course of their numerous exchanges.

Following on from the Mirage 2000, whose effective service with the Indian Air Force played a major role in establishing the reputation of Dassault aircraft, the Rafale was chosen by India in 2012 following a competitive bidding process initiated in 2007. The Rafale has been used by the French armed forces in combat operations for more than a decade now and has proven its operational excellence in various theatres around the world.

This new contract illustrates the strategic relationship and the exemplary partnership maintained between the two countries and marks the natural culmination of the relationship of trust initiated in 1953 when India became Dassault Aviation’s first export customer.

This further success of the Rafale confirms the technological know-how and competences of Dassault Aviation’s employees and of its 500 industrial partners. It rewards the work done by a close-knit “France” team. It represents a decisive step forward in achieving Dassault Aviation’s goal of establishing itself in India with a view to developing wide-ranging cooperation under the “Make in India” policy promoted by Mr Narendra Modi.

“I am honoured and delighted by the decision of the Indian Authorities which gives new impetus to our partnership for the coming decades and I thank them for their confidence. Together, Indian and French companies alike, we will endeavour to ensure ambitious industrial cooperation. I am certain that the Rafale and its performance will hold high the colours of the Indian Air Force. The Rafale is a twin-jet fighter aircraft able to operate from both an aircraft carrier and a shore base. The fully versatile Rafale is able to carry out all combat aviation missions: air defence, interception, ground support, in-depth strikes, reconnaissance, anti-ship strikes and nuclear deterrence. The Rafale entered service with the French Navy in 2004 and with the French Air Force in 2006. It has proven its worth in combat in Afghanistan, Libya, Mali, Iraq and Syria. In 2015, Egypt and Qatar have each ordered 24 Rafale. On 30 June 2016, 152 Rafale aircraft had been delivered. Chowgule Group turns 100 Celebrates a Centenary of Glorious Achievement


Chandigarh, 22nd August 2016: For most, a century may seem like an eternity, but for the Chowgule Group, which completes 100 years as a business entity this year, the last 100 years have been all about carving out one inspirational landmark after another, in the glorious socio-economic history of Goa.

At a celebratory function held at Grand Hyatt Goa organized to mark this historic centennial landmark, Honourable Defence Minister of the Government of India Mr. Manohar Parrikar released a coffee-table book, which encapsulates this tremendous path-breaking journey of the Chowgule Group in pictures and short essays. The book’s narrative is in both, English and Marathi languages. The book has been authored by well known Mumbai-based writer Nilu Damle.

A logo for the centenary year was released at the hands of Mr. Parrikar in the presence of the Chowgule family. A short film about the achievements of the group through the 100 years was also screened at the centenary celebration.

Mrs. Mridula Sinha, honourable Governor of Goa said “I am happy to see the four generations come together to celebrate 100 years of the Chowgule Group. It's the family values imbibed by the elders which has translated into the creation of this big family - the Chowgule Group. Mr.Vijay Chowgule, honourable Chairman and Managing Director, Chowgule Group said “It's the centennial year of the Chowgule Group. It's been 100 years since the start of this journey and it hasn't come easy. The company was started by my grandfather from humble beginnings and has grown to what it is today. I have been fortunate to work closely with the many architects of Goa's industrial growth - my grandfather, father, uncles and brothers. I learned so much from each of them. The journey over 100 years has had good and hard times and we are delighted to cross the 100 mark.
 Post liberation we played our part in the industrialisation of the state. We grew our business and sought success across industries. Our businesses were built from scratch but we stayed on top of things using technology, innovation and good business practices.”

The Chowgule Group has an illustrious history. When Shri Dattajirao Nathaji Chowgule founded his trading company, D.N.Chowgule and Sons the world was a much different place than it is now. Goa was still under Portuguese rule and the World War I was raging in Europe.

It was in the shadow of this tumultuous era that a young Vishwasrao D Chowgule, formerly employed as a tele-clerk at the Vasco port, joined the family business started by his father and eventually over the years turned into the architect of modern Goa.

Vishwasrao’s firm grasp of market requirements and sharp business acumen transformed this humble trading company into a flourishing business empire over the years. His first major contribution towards this transformation, was to understand the market requirements in Goa and the needs of European markets as well, thanks to his stint at the port, where he kept a close watch on goods which came to Goa and went out of the State. He moved swiftly, by starting an import-export business to fill in the gaps in the demand and supply chain.

Vishwasrao also observed the great demand for iron ore in Japan. He carried out an extensive search for deposits of raw iron in Goa and travelled to far off places in the scorching sun in his quest for quality ore. Once the ore deposits were identified, he took the land masses on lease and developed mines in Goa.

His next challenge was to modernize and mechanise mining operations, which was the need of the hour as demand for ore grew manifold. But all this required huge capital.

Adopting a unique combination of practical, down to-earth-approach and a ‘vision’, the Company under Vishwasrao’s leadership devised a new theory for success, which came to be known within the group as the ‘Chowgule Formula’.

The Japanese would loan out equipment, men and money to mechanize their mines and the Company would repay the loan through the cost of the ore exported. The brilliant strategy boosted the volume of iron ore exports from Goa significantly and the Chowgule Group flourished as a result.

Regarded as one of the pioneer of industrialization in the state, Vishwasrao Chowgule fought against the odds to create what he believed in. A philanthropist at heart, he founded Smt. Parvatibai Chowgule College in the year 1962. He had a clear vision for the college and was committed to advancement in the field of education. Founded in memory of his mother, the college was inaugurated by a woman, the then External Minister Mrs. Lakshmi Menon on 23rd June 1962. Since then the college has come a long way under the able guidance of the trustees of the Chowgule College Society and has achieved numerous milestones in the field of education, sports, academics and cultural events.

 Vishwasrao travelled extensively in India and abroad. He had a curious mind and a ceaseless passion to get acquainted with new things. Vishwasrao searched and made available novel items that had a great demand in the market.  He expanded the import and export trading and agency activities.  He developed advanced production systems for the manufacturing of goods such as cement, salt, beer, explosives, yarn, cloth, ships etc.

Apart from production, Vishwasrao concentrated on trading and transport essential for it. He purchased ships and started the water-based transportation business. Following the guidelines chalked out by Vishwasrao, the Group made tremendous progress in shipping industry. Facilities such as repairs and maintenance of ports and ships were initiated.

Vishwasrao developed business while also maintaining great discipline. He did not believe in just making profits and using the profits only for the benefit of his own family. He firmly believed, that a business develops only with help from society and that is why it is our responsibility to return the social debt.  As a result, the Chowgule Group established and maintained schools, colleges, libraries, gyms and gymkhanas etc. Realizing the need of the people of Konkan to commute along the length of the region, the Chowgule Group started the Konknan Sevak Water transport service at the cost of bearing losses.

A Group built on foundations of ceaseless endeavor and foresight besides speeding up the pace of industrialization, also creates employment opportunities, respects environment and most importantly, discharges social responsibility.

Chowgule Group of Industries signified Vishwasrao and Vishwasrao epitomized hard-work, determination, imaginativeness, honesty and social binding, a powerful and harmonizing combination which has held the empire in good stead over most part of the century.

This is indeed the new ‘Chowgule Formula’ which will form the sum and substance of the Group’s march ahead in the centenary year and beyond.

The Strategic Electronics Summit witnessed robust participation and avid interest from Academia, Industry, Govt. and Defence organisations.

On 7th July, the event was inaugurated by Hon’ble Raksha Mantri Shri Manohar Parrikar in the presence of Dr. Ajay Kumar, Addl. Secretary, Department of Electronics & IT, Dr. G Satish Reddy, SA to Raksha Mantri, Lt. Gen. Subrata Saha, Dy. Chief of Army Staff (P&S) as well as many dignitaries from the industry including. The program was attended by over 700 delegates participating in the Conference and Exhibition which witnessed keen interest from large Defence buyers including the Defence Officials and DPSUs.  

Hon’ble Raksha Mantri Shri Parrikar addressed the gathering and his message clearly emphasized enhanced transparency and flexibility in the purchasing policy and procedures and changing the mindset of suspicion which had crept into the Defence Ministry and bureaucracy  hindering  the progress of the industry. 

Going into details, he mentioned that scams had resulted in extreme rigidity in the procedures and even minor changes in request for proposals were blocked due to the same.  Mr. Parrikar advised ELCINA to inform him about the pain points still adversely impacting the industry and he would definitely resolve this on priority.   

A key announcement by the Hon’ble RM was the support to the Defence Electronics Testing Lab proposed jointly by ELCINA Members and BEL and advised that the contours of this project be finalized within next two months.  He would like to see the Lab  up and running by the time the  next SES was organized in 2017. 

Speaking during session on Defence Opportunities for Defence Industries under Make-in-India Program, Lt Gen. Subrata Saha, Dy. Chief of Army Staff (P&S) said “there is a need to encourage R&D and Innovation in the industry with active support from academic institutes which has the capability to perform cutting edge R&D. With the liberalized and transparent norms being laid out under the new revamped DPP, there is a need to actively work in this direction to involve the Private Sector and SME’s in the defence value chain.”     

Padma Vibhushan Dr. V. K. Aatre, Former SA to RM & Distinguished Scientist, who chaired the session Strategic Partners for Defence & Aerospace Programs said “ Make in India should not be interpreted as “Manufacture in India” alone. There has to be a linkage between academia where the seeding of ideas takes place, R& D and manufacturing. The current government is looking into the right direction, whether we are going to bring in changes sooner, needs to be seen. 

“There is tremendous talent in India. Like we stayed away from the IT industry, if the government can give the Industry its space to deliver on defence requirements, I am confident we will do very well. What government needs to do is lay down the policies in a simplistic manner and support them to produce high end technology. India is capable of innovating and currently we are not doing enough in that direction,” Dr. Aatre further added.

Chairperson of session, “Role of Academia & Electronic SME Clusters”, Padma Shri Dr. Prahlada Ramarao, Former DS & CC, R&D, DRDO, Former VC; DIAT shared,  “The Make in India campaign is not just about setting up a factory and manufacturing products. It is a complete end to end process of concepts, thinking, research, R&D, prototyping followed by manufacturing. Further, field testing followed by serial production and finally the disposal to the end users makes for the entire chain known as Make in India. The government has finally realized this over the years which are very encouraging.”

Talking about academics Dr. Prahlada shared “Our academic scenario in the country is very positive. Small colleges are producing satellites that ISRO is going ahead and testing and launching. The students are very enthusiastic and want to be out there in the field and learn through outcome based techniques. We need to get better at this now.”

“Are we working on state of the art issues is the most relevant question that institutions are asking today. Academia today needs to be very focused on research and work on how to maintain its confidentiality and also relevance to the larger strategic electronic industry. Aligning research of academia to the requirements of defence establishment is very crucial,” shared session moderator, Dr. Vishwas Udpikar, former faculty member, IIT Member. 

Rear Admiral V M Doss, VSM, ADG, QA (Naval) speaking at the session on Strategic partners for Defence and Aerospace, said, “today we have more than 500 MSME’s and SME’s who along with the strategic partners are providing products to the defence establishments. If the larger Make in India campaign has to success, its critical to promote thousands of MSME’s and SME’s where  campaigns like  Start-up India, Skill India etc. will come together”.

Recognizing Strategic Electronics as a key area where Defence Production Policy and Offset Policies have created immense scope for growth of domestic manufacturing, Electronic Industries Association of India had launched the Strategic Electronics Summit in 2010 to offer a platform for the Indian industry to explore opportunities to work together with the defence establishment, bring all stakeholders including the government, defense organizations, private and public sector together and share information.

Addressing the large industry gathering, Honorable Raksha Mantri Shri Manohar Parikkar said “Last one year has been an important one. Ever since this government has come into place, defence procurements has grown, old proposals have been taken forward. In today’s dynamic times, we feel RFP’s (request for proposals)  cannot be fool proof from day one, they need to be open to changes in the requirements.”

Minister Parikkar further shared” One single achievement which is being seen now at our end is that we are changing the mindset of defence personnel with regards to the suppliers. There is a need to stress on being lead integrator than to be a manufacturer of everything.”

“Through the “Make in India” campaign, the government wants to promote the larger Industry and help them develop its design and manufacturing capabilities in India. I urge the industry experts to tell me what needs to be done in a simple format, share your pain points and bottlenecks. The assurance from our end is that the government will support your initiatives to grow and mushroom”, concluded Mr. Parikkar.

Shri Vikram Desai, President ELCINA stated that “The objective of hosting SES is to bring all stakeholders on one platform to enable better communication and understanding of requirements of the defence establishment. We aim to create awareness about opportunities in the Strategic Electronics sector through the interactive sessions planned during this 2 day event which is witnessing growing participation with every passing year”.

Dr. Ajay Kumar, Additional Secretary, Dept of Electronics & IT, Government of India, who has played a key role in the formulation and implementation of the National Policy on Electronics, was optimistic about the future of the Electronic System Design and Manufacturing (ESDM) Industry and the positive impact of the numerous Schemes launched for overall development of the electronics eco-system in the country.

Dr. Kumar said “The minister’s participation here today is a symbolic message to us all from the industry that the Government of India is full heartedly supporting the Make in India in defence initiative in the country.”

“Relaxation of FDI, increased investments, encouragement to participate more actively in defence requirements where we not only supply to their need but also manufacture for exports has created great enthusiasm amongst us. It’s really heartening that ever since Make in India program has been launched, it has enthused the industry with fresh energy. I can say on behalf of the industry that we are not only committed but are also capable of making a lot of what the Government of India expects. It is noteworthy that we have received 200 investment proposals for electronics manufacturing”, concluded Dr. Kumar.

Secretary General, Rajoo Goel informed that ELCINA was actively conducting research for Defence Electronics sector and had prepared three reports to inform and encourage investments in the country. ELCINA was also working with BEL and DeitY to try and establish a Defence Electronics Lab in Bangalore in BEL Ancillary complex to support the Small and Medium enterprises. This would be a one of a kind project for the industry, he said.

Some of the highlight sessions during the course of the 2 days would be  topics such as Opportunities for Defence Industries under “Make in India Program”, Indigenization,Role of Academia & Electronic SME’s Clusters, Strategic Partners for Defence & Aerospace Programs to name a few.

The sessions would be chaired by current and former dignitaries from Ministry of Defence, Dept. of Electronics, Govt of India, C-DOT, DRDO, DEAL, HAL, BEL, and IIT Madras.

SES is a timely initiative as government has made its intention amply clear to enhance domestic value addition in this sector by active participation and investments by foreign as well as domestic companies. The role of Indian Companies & MNC’s is vital to achieve this objective and one of the goals of SES is to encourage the same by Policy advocacy and enabling closer cooperation between Indian and Foreign companies

The ultra-modern waste management plant is based on German Technology under the Make in India Programme which is Asia’s biggest and most ambitious project. The treatment facility planned is a state-of-art, modern facility based on the Mechanical Biological Treatment (MBT) process with proper segregation, recovery of recyclables and bio-methanation technology. The waste treatment technologies have been borrowed from different parts of the world. The machinery that has been installed has come from Germany and Italy.


The new MSW Treatment facility was proposed in three sections -Material segregation and recycling centre, treatment of wet fraction via Bio-methanation and Composting section and Land fill area.
The facility will have minimum human intervention, enclosed sheds, and computer-controlled equipment for handling different types of input material.  The functioning of the plant and selection of technology has been done on the basis that all issues of odour, unsightly garbage mounds and leachate generation are addressed and handled with the aim of minimizing the same.

Electricity produced in-house from the organic fraction of the waste will be used to power the complete plant operation. Composting and maturation of dewatered sludge will help produce manure. The plant will have a fully automated process where machines will be used to sort and separate garbage.


The facility will act as a learning centre to create awareness about the positive environmental impact of the solid waste treatment facility in the State of Goa.
